change " reset the Primary ID back to 1 " to default = TRUE on Clear All Records

Clear All Records is mostly used in testing when developing - and I would argue that 99 times out of 100 the User wants to reset to 1 😉

Please change default to TRUE - I hate always having to change that when I set up a utility function to clear some tables. 🙏
